This is a senior-level professional, a seasoned individual producer and/or working task leader who applies a comprehensive and in-depth working knowledge of financial/business concepts, policies, practices, processes and procedures to the most complex range of assignments. Incumbents work independently, with general guidance of management. Errors at this level can cause significant delay, expense and/or disruption to the organization. Position involves frequent, regular interaction with all levels of ACS' operations/project management and staff. Prepares and maintains management control (financial/business planning and scheduling) systems for moderately-complex contracts, programs, projects, and/or tasks to determine and maintain the most cost effective method of accomplishing work, identify and mitigate risks, etc., and/or exercises working supervision over subordinate staff performing same.
REPRESENTATIVE PRINCIPAL DUTIES AND RESPONSIBILITIES:
Performs following in support of a large, sensitive, or complex contract, program, or project and/or exercises working supervision over subordinate staff performing any or all of the following:
Assists in the preparation of an operations plan that is in compliance with the cost proposal and contract specifications.
Develops management control requirements for designated contracts, programs, projects and/or tasks. Analyzes and reviews all cost (time, materials, equipment, et al.) information and data to ensure all phases of the statement-of-work are included.
Assists in the implementation of management control systems including basic design of associated software.
Sets-up and maintains project codes for contract billing. May prepare or oversee preparation of client invoicing for all reimbursable items.
Reviews purchase requisitions, time-reporting and labor charges, etc. against the budget, resolves discrepancies and initiates corrections as required.
May prepare procurement documentation as required. Verifies the general ledger to task burdening reports, makes adjustments to the general ledger, etc., coordinating with ACS' headquarters staff as required.
May maintain various databases for designated contracts, programs, and projects.
Provides assistance to ACS' technical/operations staff, coordinating efforts with ACS' contracts/subcontracts, corporate accounting and human resource staffs to assess impact of contract change notices, engineering change proposals, etc.
Monitors the status of program schedules and tracks all funds associated with the contract, program, or project, e.g., direct labor, subcontractors, and temporary labor, etc.
Assesses the financial impact of project status to budget.
Prepares completion cost estimates and projections on funding requirements, indicated final costs, and other planned and ad hoc reports.
Prepares miscellaneous associated reports, charts and graphs on program, project or contract status and makes presentations to management keep them apprised.
May assist functional management in the performance of special assignments and projects in support of ACS' strategic planning efforts.
