TITLE: IT APPLICATIONS SPECIALIST II DB2 DBA
JCPenney Home Office, Plano, TX

BASIC FUNCTION:
Develops and implements application system architectures, applications designs, and code, and participates in IT strategic teams and special projects to
achieve client business objectives.


PRINCIPAL RESPONSIBILITIES
1. Manages cross-organizational or cross-company projects and teams to prepare long- and short-range plans for application development projects, including all phases on the development lifecycle such as definition of objectives, documentation, justification, approval review, architecture design,
development, and installation ensuring all necessary interfaces within information technology and client business processes.
2. Participates in cross-company or cross-departmental IT strategic initiative teams and key special projects, including developing new IT organizational structures and missions from inception to implementation, special teams to fulfill urgent business technical needs, strategic projects in which critical
business decisions up to $110 M are made, and evaluation of large vendor proposals for hardware, software, or services.
3. Leads or participates in cross-functional teams for low to high complexity, technical projects to develop optimum short- or long-term solutions, and ensures project schedules are met as well as project budgets.
4. Maintains a thorough knowledge of the IT area of specialty and knowledge of competitors' use of technology to ensure all key information systems architectures, technology selections, complex applications designs, and coding best position the Company to achieve the business objectives.
5. Provides leadership to increase the department's contributions and productivity by developing and communicating IT strategies, goals, standards, and procedures.
6. Provides technical guidance to ensure the most advantageous technical and/or business solutions are selected and implemented to best achieve the business goals, and participates in program management to ensure project priorities align with business priorities.
7. As assigned, participates in cross-company, non-IT strategic business initiatives and key special projects, such as due diligence team for preacquisition of new business purchases, new business development initiatives for the core business, business transformation initiatives, and business
divestitures.
8. Contributes to the development of annual operating plans, typically oversees key contractor resources and projects.

KEY RELATIONSHIPS:
1. Works with all levels of associates, including Senior VP's in IT and client departments to provide technical guidance and ensure business objectives are met and the highest technical standards are achieved.
2. Works with outside vendors to define the Company's technical needs.
3. Participates in outside organizations and relationships to ensure the Company is taking advantage of the most effective technologies to achieve a competitive advantage.
4. Works closely with internal and external auditors to ensure protection of Company technical and information resources.

Qualifications:
1.College Degree in Computer Science or Information Systems preferred. In lieu of formal education, 10 - 12 years of progressively more responsible technical experience could also suffice.
2.General experience with the Retail Merchandising processes.
3.Excellent analytical, problem-solving, coding and testing skills - detailed oriented and thorough in all aspects of tasks assigned.
4.10 - 12 years of experience in Information Technology, analyzing, planning and design, developing, implementing and maintaining Application systems.
5.2 - 3 years of in-depth experience building, supporting and maintaining large data warehouse tables, performance tuning and optimization of queries and processing of tables,
6.2 - 3 years of experience working on the IBM AIX / UDB platform. Must be proficient in IBM AIX / UDB batch processing, including Unix scripting, Unix functions and commands.
7.8 - 10 years of experience on mainframe DB2, DB2 utilities, COBOL, SQL, MVS JCL, and MVS batch processing.
8.Requires on call after hours support, including nights and weekends.
