Manages assigned group of Project Support Staff who provide on-site project management/administrative support and coordination to various contract(s), project(s) or task(s), including, but not limited to contract accounting and reporting, payroll/personnel processing, maintenance and reporting, purchasing, facility leasing and service administration, etc. This is a seasoned professional, who possesses a comprehensive knowledge of management and ACS project support concepts, practices, and procedures. Incumbents provide tactical management for project management/administrative support units, i.e., plan, organize, direct and control day-to-day activities of a segment of support staff organized by client, contract, task, and/or geographic region to ensure quality, consistency and/or coordination of diverse project management/administrative services provided to various and/or multiple locations. Work involves considerable coordination and interface with client and ACS operations staff. Errors can cause considerable delay, expense, and disruption. Mortgage INdustry Background Preferred.
REPRESENTATIVE PRINCIPAL DUTIES AND RESPONSIBILITIES:
Maintenance of contract budget (actual/projected) records. Tracking ACS costs and performance, including time sheet collection, verification, payroll/labor accounting, reporting, and distribution.
Preparation and initiation of contract billing; and providing supporting documentation/reporting to secure payment for services and other deliverables provided to client.
Administration of personnel records, and administrative processing of contract employees including, new hire orientation, benefit administration, security administration, training arrangements, travel/expense authorizations, salary and performance evaluations, terminations, etc. Incumbents ensure that associated forms and notifications are approved, and processed and that various ACS and client required reports are updated to reflect changes, e.g., staffing/bid rate reporting.
Facility administration, including space planning and allocation/moves. Administrations of building/ facility/equipment leasing, maintenance and/or repair arrangements, including telecommunications, mail, custodial, equipment, printing, and repro services. Coordination, as necessary, with ACS and client representatives, as well as outside vendors.
Purchasing equipment and supplies: conducting cost/benefit analyses, obtaining quotes, negotiates with vendors and initiating purchase orders for both task and overhead items.
Conducting/compiling/making special analyses, reports and presentations of budgets, performance, forecasts, etc., as required.
Introduction/implementation of administrative or financial control procedures, which improve the effective operation of the unit.
Participates in the introduction and implementation of overall ACS operating standards, practices, and procedures. Provides guidance to project support staff assigned to client locations. Establishes internal controls and monitors activities of staff to ensure operating quality. Coordinates project support for start-up and shutdown.
Plans goals and objectives for support staff and organizes personnel accordingly, including the scheduling/assignment of staff. Provides guidance to staff to ensure the effective implementation and maintenance of same.
Acts as point of contact for other departments to resolve problems regarding project support and acts as in-house consultant. May contribute to specific proposal efforts and management level presentations.
May coordinate with project management to interviews, selects and supervises training of new employees. Administers and/or coordinates administration of performance evaluations and salary recommendations. Addresses employee relations and development issues for assigned personnel.
Keeps apprised of developments in field of expertise to ensure currency and makes recommendations to management to improve efficiency/effectiveness.
Education and Typical Years of Experience: Bachelors degree in related field or equivalent work experience.
6+ years progressively responsible experience providing related client/project/contract administrative support.
2+ years experience in successful task lead or supervisory role. Strong organizational skills.
